One major tool of the MOF to build capacities for sub-national public financial management is the comprehensive KURSUS KEUANGAN DAERAH (KKD), together with the accounting focused shorter KURSUS KEUANGAN DAERAH KHUSUS (KKDK) and the high-level training LATIHAN KEUANGAN DAERAH (LKD). To improve the level of compliance and the quality of sub-national PFM, the Ministry of Finance commissioned seven state universities in Java, Sulawesi and Sumatra to conduct the KKD/LKD/KKDK training courses (and regularly update its materials).

In each of the seven KKD centres, approximately twenty-five lecturers teach a broad spectrum of LFM topics according to a KKD curriculum. The MOF, quality assurance team, senior lecturers and international trainers have realised that there is a grave lack of standardisation in the capacity building system; “standardised modules” for all Indonesian training centres should be developed and all local government officials trained according to them
